Business start-ups per 10,000 adults in selected UK cities, Scotland and the UK, 2010-2018

Although Glasgow has a higher rate of business start-ups than the Scottish average, it is lower than the UK average. In recent years, Manchester, Liverpool and Birmingham have had large increases in the number of business start-ups and have consistently outperformed Glasgow and most other cities in the northern half of the UK. Glasgow does have a higher start-up rate than Sheffield and Nottingham.
Note
Business start-ups are measured using VAT/PAYE registrations which are published by the Office for National Statistics (ONS).
